DERC: net meter within 10 days up to 10 kW

On 16 July 2026 the Delhi Electricity Regulatory Commission (DERC) issued the DERC (Net Metering for Renewable Energy) (Second Amendment) Guidelines, 2026. For a rooftop system up to 10 kW, the electricity board must now connect the net meter within 10 days of the application; above 10 kW the limit is 25 days. A domestic system up to 10 kW pays no application fee.

The guidelines bind all three Delhi boards: BSES Rajdhani, BSES Yamuna and Tata Power-DDL.

What the amendment says

The guidelines make three changes under the 2014 net-metering regulations.

1. A clock on the connection. Up to 10 kW, the board has 10 days from the net-meter application to connect the system. Above 10 kW, it has 25 days.
2. No application fee for small domestic systems. A domestic rooftop system up to 10 kW pays no fee to apply for net metering.
3. Two application routes. Under the amended guidelines, PM Surya Ghar applicants apply through the national portal; everyone else through the DISCOM or state portal. In Delhi that means subsidised systems: apply on the PM Surya Ghar portal and claim the Delhi subsidy and GBI on solar.delhi.gov.in; unsubsidised systems: the DISCOM portal.

The feasibility rule is older and unchanged. Since the First Amendment Regulations of 26 July 2024, no feasibility study is needed up to 10 kW on the same supply type, and the DISCOM handles any load increase or transformer upgrade.

What changes for a Delhi applicant

The connection timeline is the part most people will feel. Before the amendment the guidelines had no day count, and installers planned on the board's own pace: Verde Solaire's Delhi post of 14 July 2025 told customers to expect 20 to 30 days for the net meter. The regulator has now written 10 days for a home-sized system. That is a deadline for the board, not a promise from the installer. The 10 days start when the net-meter application goes in, after the plant is installed and its details are submitted, not on the day of installation. The how to apply guide shows where that step falls in the portal sequence.

The two routes matter at the first step. If you are taking the PM Surya Ghar: Muft Bijli Yojana subsidy, the application starts on the national portal and the board picks it up from there. If you are installing without the subsidy, you go straight to your board: BSES Rajdhani, BSES Yamuna or Tata Power-DDL.

Check the stage on the portal, then call the board with your consumer number and application number and name the guideline of 16 July 2026.
