UP approves net feed-in for rooftop solar

On 13 May 2023 Verde Solaire reported that Uttar Pradesh had approved a net feed-in process for rooftop solar, following an order of the Uttar Pradesh Electricity Regulatory Commission (UPERC) dated 20 March 2023 that set out the procedure and timeline for net feed-in and net billing. This page keeps that announcement as it was published, in plainer words, with a note at the end on the rule that applies in 2026.

What the 2023 announcement said

Net feed-in is not net metering. Under net metering, the units you export are set off against the units you import, and you pay for the difference. Under net feed-in, every exported unit is bought by the electricity board at a fixed rate. The 2023 post put that rate at the weighted-average tariff of large-scale solar projects of 5 MW, plus an incentive of 25% on top.

The order was expected to matter most for factories, offices and institutions, where a roof can generate far more than the building uses on a Sunday or a holiday and the surplus otherwise earns nothing. Verde Solaire's view at the time was that commercial and industrial rooftop installations in Uttar Pradesh would grow noticeably as a result. Where this sits in the rules

The underlying regulation is the UPERC rooftop solar regulation of 2019: under the UPERC rooftop solar regulations of 2019, residential users may choose net or gross metering, and the DISCOM allows capacity within transformer limits. Net feed-in, also called net billing, is the gross-metering side of that choice. What has changed since 2023

The 2023 rate is no longer the one to quote. UPERC issued a Third Amendment to the 2019 regulations on 3 June 2025, and under it the compensation for solar injected into the grid is the weighted-average large-solar tariff plus 25% (Third Amendment, in force from July 2025). The formula has the same shape as the 2023 order, a large-solar reference tariff with a premium, but the amendment is the text that governs an application made today.
